In the field of activity of Territorial Planning, AmPaz supports and accompanies the municipalities in the actualization processes of their Territorial Planning Schemes (Esquemas de Ordenamiento Territorial - EOT). This by strengthening municipal governments and leaders in order for environmental components and the population´s needs to be incorporated in the construction of the EOTs, in coordination with the Municipal Development Plans con los Planes de Desarrollo Municipal.
In the comprehensive Rural Reform -RRI- contemplated in point one of the Peace Agreement, in numeral 1.1.10, the Government assumed the commitment to elaborate an Environmental Zoning Plan (Plan de Zonificación Ambiental) in which the agricultural frontier is delimited and updated. If necessary, the inventory of areas of special environmental interest is also extended, taking into account the protection of the environment and the well-being of the population that lives close or in these areas.
The Process of Participative Environmental Zoning (Zonificación Ambiental Participativa – ZAP) in Caqueta
For this purpose, the Ministry of Environment and Sustainable Development - MADS and AmPaz agree to develop a pilot to integrate participation in the zoning process and expand the detail of information. The methodology and the results of this participatory process have contributed to the MADS integrating it into the Participatory Environmental Zoning Plan, in which communities recognize and organize their territory.
This pilot was carried out in three PDET municipalities in Caqueta: Albania, Curillo and Valparaíso. In the next step, AmPaz accompanies the municipalities in the formulation of the EOT based on the results of the ZAP. The purpose of the integration of the ZAP in Territorial Planning Schemes, is to give it a binding character. This, by using it as the environmental foundation for decision making based on Territorial Planning about the use of land and the conservation and sustainable use of natural resources: "Conserving by producing/producing by conserving".
Formulation of Territorial Planning Schemes (EOT) in Meta
In the department Meta, AmPaz's contribution is focused on the review and adjustment of the EOT. This while taking environmental determinants as a structural element for the definition of land use and the location of activities..
Based on a participative work with representatives of the municipalities of Puerto Rico, Puerto Lleras, and Puerto Concordia, the EOT are reviewed and adjusted, integrating the environmental determinants, the needs of the population identified in the PDET process, the definition of the agricultural frontier, and the identification of areas that constitute complementary conservation strategies. Additionally, AmPaz committed to supporting municipalities in the integration of order 3 of the Amazon sentence - in their EOT.
Through these participatory processes in the municipalities of Meta and Caquetá, the formulation of 6 Territorial Planning Schemes has been achieved, incorporating environmental issues. With this, the municipal mayors have technical input to make better decisions in the planning of their municipalities.
